Chief Facilities, Security and Personnel Officer
Mr. Lewis ‘Lou’ Arnold is the Chief Facility, Security, and Personnel Officer of the Nebraska Defense Research Corporation (NDRC), a non-profit affiliate company of the University of Nebraska, which promotes, encourages, and assists academic innovation and discovery and is designed to identify, evaluate, and assist innovation and technology transfer in support of U.S. national security objectives.
Mr. Arnold serves as the lead process owner for NDRC facilities, security and personnel issues, ensuring all facilities are properly maintained to the highest safety and health standards to support day-to-day operations, are adequately always secured and that all personnel are provided with the necessary tools, benefits, working conditions to perform their assigned duties.
His responsibilities include:
- Overseeing business and administrative processes and personnel to enhance the ability of NDRC to accomplish mission objectives set by the Nuclear Enterprise Center
- Directing the development and execution of monthly employee time management and expense expenditure reports; employee travel authorization and expense reimbursement; annual university audit compliance; monthly review and payment of subcontractor and vendor invoices, and other reports as necessary
- Ensuring all facility, security and personnel policies and procedures establish regulatory and audit compliance measures
- Certifying the processes and policies of the NDRC Human Resources program achieve the prescribed objectives, maximize employee performance and enhance productivity
Before joining NDRC, Arnold served over 21 years in Federal Civilian Service as a Senior Supervisory Program Analyst at USSTRATCOM in the J87 Global Strike Capabilities Division as the Chief of Staff (J87B) and the Chief Global Strike Weapon Capabilities Branch (J872).
- While serving as the J87B Chief of Staff, he oversaw the daily operations, scheduling, safety and well-being of a 36-person multi-service team of Army, Air Force, Navy, civilian and contractor professionals responsible for the programmatic budgeting, advocacy, sustainment and future refurbishment of the US Triad fleet of nuclear capable bombers, ICBMs, and SLBM submarines along with their associated weapon arsenals.
- As the J872 Branch Chief, he led a team of Army officers, civilians, contractors and national weapon laboratory technical experts in support of the health of the US stockpile stewardship program. This team led the USTRATCOM and J8 weapon advocacy funding program for the sustainment and modernization of the Triad weapon arsenal.
Mr. Arnold enlisted in the U.S Air Force on 2 Dec 1968 and served over 30 years in various technical and supervisory positions at the squadron, group and wing level before assuming headquarters management positions at both Headquarters Strategic Air Command (SAC) and Air Force Space Command.
Mr. Arnold is widowed and currently resides in Bellevue, NE. He is the father of two daughters and grandfather of two boys and two girls.
