Thomas Narofsky, Ph.D.
Chief Transition Officer
Dr. Thomas Narofsky is the Chief Transition Officer of the Nebraska Defense Research Corporation at the University of Nebraska, a non-profit affiliate company of the University of Nebraska, which promotes, encourages, and assists academic innovation and discovery and is designed to identify, evaluate, and assist innovation and technology transfer in support of U.S. national security objectives.
At NDRC, Dr. Narofsky is responsible for leading a multi-year, complex enterprise transition program that successfully integrates NDRC personnel and processes into a new secure REACH facility. The Transition Operations Office plays a vital role in connecting the current facility, iREACH, with the new building, acting as a bridge between existing and future REACH operations.
His responsibilities include:
- Manage the operations of the REACH Transition Operations office, encompassing project management, financial budgeting, contract management, construction security, TEMPEST accreditation, IT design, engineering, installation, and the transition of equipment and personnel from iREACH to the new facility.
- Lead and oversee a diverse transition operations team that includes security experts, communication specialists, IT engineers, and professionals in finance, contracting, and project management.
- Serves as the Site Security Manager (SSM) and ensures construction area meets IC requirements for future SCIF and classified information systems network accreditation.
Before joining the NDRC, Dr. Narofsky served as a United States Strategic Command (USSTRATCOM), civilian where he worked on two key programs. In his role within the J7 Wargaming and Assessment division, he led the European Assessment team and oversaw the Risk of Strategic Deterrence Failure Russia Team.
Additionally, Dr. Narofsky served as the Chief, Organizational & Personnel Transition Branch for the Command-and-Control Facility (C2F). Managed a 10-person Air National Guard logistics team overseeing $100 million in IT, communications, and cryptographic equipment. He operated an 18,000-square-foot logistics warehouse and successfully transitioned 1,367 communication circuits, 3,000 personnel, and 145 short tons of equipment from the warehouse and from the prior USSTRATCOM Headquarters to the new C2F.
Dr. Narofsky enlisted and served 28 years in the United States Air Force and retired as the Senior Enlisted Leader of the United States Strategic Command. His career roles spanned Combatant Command, Numbered Air Force, Wing, and Squadron, and his roles included serving as the Command Senior Enlisted Leader for the 14th Air Force and Joint Functional Component Command for Space, as well as the Command Chief for the 386 Air Expeditionary Wing in Southwest Asia and the 97th Air Mobility Wing.
