Timothy Ferracci
Chief Program Officer
Mr. Tim Ferracci is the Chief Program Officer of the Nebraska Defense Research Corporation at the University of Nebraska, an affiliated company of The Nebraska University Technology Development Corporation, which promotes, encourages, and assists academic innovation and discovery and is designed to identify, evaluate, and assist innovation and technology transfer in support of U.S. national security objectives.
At NDRC, Mr. Ferracci serves as the Chief Program Officer, where he leads operational execution, aligns research efforts, and develops external partnership strategies. His work focuses on advancing national security innovation in Next-Generation Command, Control, and Communications and is formalizing the REACH Alliance ecosystem, which enhances NDRC's role as a trusted integrator among the Department of War, industry, and academia. Mr. Ferracci drives organizational alignment across research, operations, programs, infrastructure, and external stakeholders, reinforcing governance, process rigor, and mission delivery in support of advanced defense innovation and public-sector collaboration.
His responsibilities include:
- Oversee all aspects of Market Research, Technology Scouting and Evaluation of prospective technologies to support long-term integration capabilities and services for upcoming government experimentation and technology transfer projects.
- Leads the development and maintenance of modeling, simulation, and analysis (MS&A) effort for the fulfillment of strategic objectives and near-term needs.
- Supervises the Workforce, Business and Academic Engagement initiative through education, development and awareness activities to ensure battlespace advantage for future warfighters.
Before joining NDRC, Ferracci served as Deputy Director of the International Unexploded Ordnance (UXO) Program at ThayerMahan, INC. He led the Planning and execution of complex maritime domain awareness and subsea and seabed technology projects in support of the Department of War and Commercial Offshore contracts regarding seabed clearance operations in support of renewable energy initiatives. He directed full project lifecycle management for multi-million-dollar unmanned systems programs, integrating acoustic sensors, AI-enabled data analytics, and autonomous platforms to deliver real-time situational awareness.
Commissioned through Navy ROTC in 1999, Ferracci is an Operation Iraqi Freedom, Operation Enduring Freedom, and Operation New Dawn veteran with multiple deployments as a US Navy Explosive Ordnance Disposal (EOD) Officer. He has held a variety of leadership positions at the tactical, operational, and strategic level.
His leadership positions include Commanding Officer, Explosive Ordnance Disposal (EOD) Mobile Unit TWELVE, Chief Staff Officer, EOD GROUP TWO, Executive Officer EOD Mobile Unit EIGHT, Operations Officer, EOD Mobile Unit TWO, culminating as US Special Operations Command Liaison Officer to US Strategic Command.
Mr. Ferracci and his family reside in Papillion, NE.
